El Paso, TX (September 4, 2023) – The El Paso Downtown Management District (DMD) is pleased to announce the appointment by the Board of Directors to fill the unexpired term of Place 11 on the Downtown Management District Board with Mr. Jose Garcia. This appointment, made in accordance with established procedures, does not require City Council approval and is final upon Board approval.

Mr. Jose Garcia brings a wealth of experience and expertise to the DMD Board. His commitment to the betterment of the downtown district, combined with his qualifications, align seamlessly with the DMD’s mission to enhance the vitality and prosperity of Downtown El Paso.

In addition to the appointment, the DMD Board has also approved recommendations for candidates to fill upcoming vacancies on the Downtown Management District Board of Directors. The nominated candidates and their respective positions are as follows:

Place 15: Maxey Scherr (Last Appointed: NA, Term: 1, Expiration: August 2026)

Place 16: Manuel Burke (Last Appointed: NA, Term: 1, Expiration: August 2026)

Place 17: Joanne Richardson* (Last Appointed: 2022, Term: 1, Expiration: August 2026)

Place 18: Yolanda Giner (Last Appointed: NA, Term: 1, Expiration: August 2026)

Place 19: Kristi Daugherty (Last Appointed: NA, Term: 1, Expiration: August 2026)

Place 20: Guillermo Garcia (Last Appointed: NA, Term: 1, Expiration: August 2026)

Place 21: Patrick Merrick (Last Appointed: NA, Term: 1, Expiration: August 2026)

All recommended candidates possess the qualifications outlined by Chapter 375, including being at least 18 years old and having a connection within the District as either a resident, property owner, stock owner, beneficiary of a trust that owns property, or as an agent, employee, or tenant of property owners. Furthermore, each candidate brings valuable experience in at least one of the statutorily mandated areas, including energy matters, commercial banking, real estate development, finance and insurance matters, matters relating to retail or service provision, provision of utilities, or general district-related issues. All nominees were approved by City Council on September 12,2023.

The El Paso Downtown Management District is confident that these individuals will contribute significantly to the advancement of the district’s goals and objectives. Their dedication and expertise will play a crucial role in shaping the future of Downtown El Paso.
