Meet the DMD Staff

The staff of the Downtown Management District oversee a wide variety of projects, programs and services that contribute to the overall vitality of the area.  You will see us in the office and out in the district. Please don’t hesitate to visit or stop us on the street.


Joe Gudenrath, Executive Director

Oversees: Administration, Board of Directors, Budget Management, Program Implementation, Strategic Planning.

About: Joe Gudenrath relocated to El Paso in June 2014 to serve as the DMD’s Executive Director. Prior to that he served as Director of the equivalent organization in Omaha, Nebraska and within the administration of the Mayor. Gudenrath is a graduate of Creighton University. He and his three children – Mathilda, Delaney and Joey – are proud to call El Paso home.

Favorite thing about Downtown El Paso: The Border. Being a bi-national community, the Mexican and American influences which blend together within the downtown bring an amazing diversity of people, sights, sounds, smells and opportunities. Downtown El Paso has a special environment that is not and cannot be replicated in any other city.


Richard Bustamante, Operations Manager

Oversees: Sanitation Program, Special Event Permitting, Infrastructure Improvements.

About: Richard joined the DMD team in November of 2020, after 20 years of service with the City of El Paso Parks & Recreation Department where he oversaw multiple programs and services at area Recreation Centers, Senior Centers, and Special Events Programs.

Favorite thing about Downtown El Paso: 

The many fond childhood memories of coming to “El Centro” to run errands or to walk around with family. The iconic and historic downtown El Paso skyline, the amazing Lagartos art sculpture at San Jacinto Plaza, and the many new sights and sounds that are contributing to the growth and beautification of Downtown El Paso.


Terry Mais, Office & Project Coordinator

Oversees: Financial Reporting, Accounts Receivable & Payable, Downtown Commercial Façade Improvement Grant Program, Office Operations, Street Light Banner Program, Board of Directors Meeting Administration.

About: Terry Mais began work with the DMD in March 2014 and became an official DMD team member in June 2013.  Terry’s career spans 25 years of experience in a variety of industries assigned in supervisory roles in the accounting; human resource; property and office management, and event organization fields.  The time management and organizational skills Terry brings to the DMD’s day to day operations make for a productive and efficient organization.

Favorite thing about Downtown El Paso: A native El Pasoan, Terry feels at home working in the heart of El Paso.  Downtown El Paso’s historic element conjures up countless fond childhood memories of her parent’s deep connection to the City.


Rudy Vasquez, Marketing & Communications Manager

Oversees: Brand Management, Marketing & Advertising Efforts, Social Media, INSIDER Electronic Newsletter and blog, DMD Promotions and Media Relations.

About: Rudy Vasquez joined the DMD team on October 31st, 2013, bringing with him experiential knowledge of marketing and promotion in the realm of both print and digital publishing. Rudy began his career in the creative field as an illustrator in the independent comic book market and worked his way up to become the Chief Creative Officer for Carnival Comics, based out of Los Angeles, CA. While at Carnival Comics the company consistently earned tops spots in the international Graphic Novel category on Amazon.com above publishers such as Marvel and DC comics. In addition, Rudy was voted the Best of the Best Artist designation from What’s Up! Magazine in 2010.

Favorite thing about Downtown El Paso: In a driving city such as El Paso, Rudy loves the pedestrian friendly walkability of Downtown El Paso, as it reminds him of shopping with his grandmother as a youth, after riding the bus into San Jacinto Plaza.


Arwen Lyle, Office & Marketing Assistant

Oversees: Front desk, Events Calendar, Social Media, INSIDER Electronic Newsletter, Promotions.

About: Arwen joined the DMD team in November of 2020, coming from Painted Dunes golf course where she served as the Event and Marketing Director. She’s also served as Marketing Coordinator for El Paso Inc. gaining knowledge of the city of El Paso. Serving in these marketing positions sharpened her skills in social media and digital promotions. While away from work, her idea of a perfect day involves taking a day trip to Las Cruces, visiting a farmer’s market with a cup of coffee, or a relaxing hike

Favorite thing about Downtown: All of the little hidden gems you come across by walking around. Downtown El Paso has so much history and great potential for the future.
