The wheel of Downtown El Paso’s (DTEP) progress continue to turn, moving us closer to a 360° experience that includes living options. The general public might not be as informed on the developing downtown living scene, but the Downtown Management District is offering the opportunity to tour eight residential developments on April 1st.
One of the stops will include the nearly completed, Campbell Apartments. A market-rate, five-story, 87 unit apartment complex. What makes this project different is the location. Residing on Campbell and Third, the $4.75 million dollar investment by family-owned Soto Enterprises hopes to spark a chain-reaction of investment in the South El Paso area. I visited Chief Operating Officer of Soto Enterprises, Joe Soto, son of Ed Soto to discuss the investment further.
As I drive up to the complex, a project I’ve driven by in its evolving stages of completion, I can’t help but notice how much it stands out in the area. South El Paso, home to El Segundo Barrio, and the retail-lined El Paso Street prides itself in the rustic patina earned over time, but this complex is new. Joe politely waits outside to usher me into the makeshift administrative space while the final stages of construction are completed.
Joe attended Baylor University and graduated with a degree in Business Management from the University of Texas at El Paso (UTEP).
Gracious and polite but conscientious of time, Joe immediately answers my questions about his family’s beginnings in what we now call the El Centro District (South El Paso/Downtown).
“Actually the family business was started by my Grandmother, Guadalupe Soto around 1940 with Soto’s Grocery in South El Paso,” said Joe.
Over time the family business diversified and included a delivery business, “My Grandfather, Manuel Soto started a delivery business for walking and cycling deliveries in the area. The business is now Miracle Delivery, an armored car service,” said Joe.
His Father Ed Soto, allowed him to make his own mistakes but made sure he explained what he should have learned from them, Joe told me with unwavering respect in his voice.
“Every day was a new lesson in business and my family was more than willing to teach me,” he said.
“My family worked and lived in downtown growing up – I was exposed to South El Paso life and grew to appreciate its unique character,” said Joe.
The new Campbell Apartments did not start life a century ago like most of the surrounding architecture. The apartment structure prior to this new complex was demolished to make way for these modern apartments. “In the late 80’s we updated the building that existed before this one too, because people deserve to live with proper amenities. To live with decency, like well… people,” said Joe.
“With this new complex we hope to remove the stigma the area has and bring new life to it,” said Joe.
Joe himself will be living in the apartments that offer a courtyard, elevators, and parking for each tenant on ground level. The cost ranges from $585 for a one bedroom to a little over a thousand dollars for a three bedroom unit.
