The Downtown Commercial Façade Improvement Grant Program (Façade Program), is an interlocal agreement with the City of El Paso whose purpose is to provide grant funding to existing business and/or property owners to encourage improvement and rehabilitation of the exterior of privately owned buildings within the DMD boundaries.
In order to apply for Façade improvement funds, you must be the business owner or be a tenant with express permission from the owner. Tenants or property owners must have occupied the building for at least 1 year at the time of submitting the application and must have no debts to the city. Additionally, the property taxes must be current and the building cannot have pending code-enforcement actions against it.
Minimum and maximum grant amounts
The minimum reimbursement grant amount for approved improvements is $1,000 for projects that will cost at least $2,000. The maximum amount is $25,000 for projects that will cost at least $50,000. Grant amounts are subject to funding availability and are granted on a first-come, first-served basis.
Eligible improvements include:
- Signs (new, repairs, replacement, removal)
- Grate and grate box removal or conversion of solid grates to an open mesh style
- Removal/Replacement of inappropriate or incompatible exterior finishes or materials
- Recessing/reconfiguring entrances
- Removal of extraneous elements
- Door/window replacement or repair
- Exterior cleaning
- Historical architectural elements
- Streetscape improvements
